President Muhammadu Buhari Tuesday said the establishment of modular refineries in the country will make petroleum products available in the country and eliminate importation.

The President spoke at the virtual inauguration of the 5,000 barrels per day Waltersmith modular refinery in Ibigwe, Imo State, as well as the Ground-Breaking Ceremony for the Phase-2 works to expand the capacity of the refinery to 50,000 barrels/day.

President Buhari said the deployment of modular refineries was one of the four key elements of his administration’s Refinery Roadmap rolled out in 2018, adding that its implementation will make Nigeria a net exporter of petroleum products.

He expressed delight that Waltersmith refinery in Ohaji Egbema Local Government Area of Imo State was coming on stream within two years of the commencement of the Roadmap, after many years of granting licenses for the establishment of modular refineries with nothing to show for it.

”Furthermore, there is increased momentum in the other three focus areas under the Roadmap covering the Rehabilitation of existing refineries, co-location of new refineries, and Construction of greenfield refineries.

”The realization of the Refinery Roadmap will ultimately lead us to becoming a net exporter of petroleum products not only to our neighbouring countries but to the worldwide market.

”This modular refinery is the largest commissioned modular refinery in the country today.

”The role played by the Federal Government through the Nigerian Content Development and Monitoring Board (NCDMB) in going into collaboration with Waltersmith Refining and Petrochemical Company is novel in concept and superb in delivery,” he said.

The President described plans to commence the expansion of the capacity of the refinery to 50,000 barrels per day to refine crude oil and condensates as an important part of economic reforms the country is undergoing.

”I look forward to seeing this new phase completed within the target timeframe,” he said.

President Buhari, therefore, directed the Ministry of Petroleum Resources, Department of Petroleum Resources (DPR), NNPC, as well as all relevant Government Agencies to provide Waltersmith Company all the necessary support to access crude oil and condensate feedstock for the timely delivery of the additional capacity.

In line with his administration’s agenda on jobs creation, the President said he was pleased to note that hundreds of direct and indirect jobs were created during the construction of the first phase of the project in addition to the various business opportunities.

Equally, he expressed hope that the construction of the second phase of the project will create bigger additional employment opportunities.

President Buhari thanked the local community and the people of Imo State for hosting the refinery, which, he stressed, will bring prosperity and economic development to the area.

The President commended the Ministry of Petroleum Resources, the Honourable Minister of State for Petroleum Resources, Timipre Sylva, the Chairman and members of the Governing Council, and the management and staff of the Nigerian Content Development Board for making the public-private partnership a success.

He also commended the Chairman, Board, Management and Staff of Waltersmith Refining and Petrochemical Limited for their professionalism and focus in getting the project completed.

Governor Hope Uzodinma of Imo State and the Minister of State, Petroleum, cut the tape on behalf of the President at the event which was also attended by the Group Managing Director of NNPC, Mele Kyari, the Executive Secretary, NCDMB, Engr. Simbi Wabote and the Chairman of WalterSmith, Abdulrazaq Isa.

Russia’s Sputnik V coronavirus vaccine is 95% effective according to a second interim analysis of clinical trial data, its developers said on Tuesday.

The calculations were based on preliminary data obtained 42 days after the first dose, Russia’s health ministry, the state-run Gamaleya research centre and the Russian Direct Investment Fund (RDIF) said in a statement.

Russia’s Sputnik V COVID-19 vaccine will cost less than $20 per person on international markets and Moscow aims to produce more than a billion doses at home and abroad next year, its backers and developers said on Tuesday.

The Sputnik vaccine is administered in two shots, each of which will cost less than $10 each, according to the official Sputnik V Twitter account. For Russian citizens, vaccination will be free of charge.

The pricing announcement comes as Russia looks to scale up distribution and production. Kirill Dmitriev, head of Russia’s RDIF sovereign wealth fund, said Moscow and its foreign partners had capacity to make more than a billion doses starting from next year, enough to vaccinate over 500 million people.

The international market price for Sputnik V unveiled on Tuesday is cheaper than some other Western rivals such as a vaccine produced by Pfizer-BioNTech, which costs 15.5 euros per shot, but more expensive that a vaccine produced by AstraZeneca which will be sold in Europe for around 2.5 euros per shot.

Dmitriev told Reuters that Moscow had deliberately tried to get the price down to make it available to as many people around the world as possible.

Russia’s two-shot Sputnik V vaccine to cost less than $20 per person – statement

RDIF said in a statement: “Sputnik V will be two or more times cheaper than mRNA vaccines with similar efficacy levels.”

It said it was basing its assessment on mRNA vaccines where pricing had already been announced and interim phase three clinical trials were underway.

RDIF and the Gamaleya National Center said earlier on Tuesday that new clinical trial data based on 39 confirmed cases and 18,794 patients who got both shots had shown that Sputnik V was 91.4% effective on day 28 and over 95% effective on day 42.

Moscow has been criticised by some scientists in the West who have accused it of cutting corners in an effort to try to rush out the vaccine.

Russia has denied that, alleging a Western dirty tricks campaign to put people off its vaccine in what it believes has become a battle for legitimacy and market share.

After weeks of waiting, President Donald Trump’s administration on Monday cleared the way for President-elect Joe Biden to transition to the White House, giving him access to briefings and funding even as Trump vowed to continue fighting the election results.

Trump, a Republican, has alleged widespread voter fraud in the Nov. 3 election without providing evidence. Although he did not concede or acknowledge his Democratic rival’s victory on Monday, Trump’s announcement that his staff would cooperate with Biden’s represented a significant shift and was the closest he has come to admitting defeat.

Biden won 306 state-by-state electoral votes, well over the 270 needed for victory, to Trump’s 232. Biden also holds a lead of more than 6 million in the national popular vote.

The Trump campaign’s legal efforts to overturn the election have almost entirely failed in key battleground states, and a growing number of Republican leaders, business executives and national security experts have urged the president to let the transition begin.

Reuters said the president-elect has begun naming members of his team, including tapping trusted aide Antony Blinken to head the State Department, without waiting for government funding or a Trump concession. But critics have accused the president of undermining U.S. democracy and undercutting the next administration’s ability to fight the coronavirus pandemic with his refusal to accept the results.

On Monday, the General Services Administration, the federal agency that must sign off on presidential transitions, told Biden he could formally begin the hand-over process. GSA Administrator Emily Murphy said in a letter that Biden would get access to resources that had been denied to him because of the legal challenges seeking to overturn his win.

That means Biden’s team will now have federal funds and an official office to conduct his transition until he takes office on Jan. 20. It also paves the way for Biden and Vice President-elect Kamala Harris to receive regular national security briefings that Trump also gets.

The GSA announcement came shortly after Michigan officials certified Biden as the victor in their state, making Trump’s legal efforts to change the election outcome even more unlikely to succeed.

Trump and his advisers said he would continue to pursue legal avenues but his decision to give Murphy the go-ahead to proceed with a transition for Biden’s administration indicated even the White House understood it was getting close to time to move on.

“Our case STRONGLY continues, we will keep up the good … fight, and I believe we will prevail! Nevertheless, in the best interest of our Country, I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same,” Trump said on Twitter.

‘Closest Thing To A Concession’

A Trump adviser painted the move as similar to both candidates receiving briefings during the campaign and said the president’s statement was not a concession.

The Biden transition team said meetings would begin with federal officials on Washington’s response to the coronavirus pandemic, along with discussions of national security issues.

Two Trump administration officials said the Biden agency review teams could begin interacting with Trump agency officials as soon as Tuesday.

“This is probably the closest thing to a concession that President Trump could issue,” said Senate Democratic leader Chuck Schumer.

Murphy, who was appointed to the GSA job by Trump in 2017 and said she faced threats for not starting the transition earlier, told GSA employees in a letter that the decision to do so was hers alone.

“I was never pressured with regard to the substance or timing of my decision. The decision was solely mine,” she wrote. The GSA had insisted that Murphy would “ascertain” or formally approve the transition when the winner was clear.

Representative Don Beyer, who led the Obama administration’s transition at the Commerce Department in 2008, said Murphy’s delay was “costly and unnecessary” and warned that Trump could still do great harm in his remaining time in office.

Top Democrats in the House and Senate on Monday warned that an executive order signed by Trump in October could result in mass firings of federal employees in the final weeks of his presidency and allow the Republican president to install loyalists in the federal bureaucracy.

Foreign Policy Team Takes Shape

The now formalized transition and Michigan’s certification of Biden’s victory could prompt more Republicans to encourage Trump to concede as his chances of overturning the results fade.

Top Republicans in Michigan’s legislature pledged to honor the outcome in their state, likely dashing Trump’s hopes that the state legislature would name Trump supporters to serve as “electors” and support him rather than Biden.

Trump has been consulting his advisers for weeks, while eschewing standard responsibilities of the presidency. He has played several games of golf and avoided taking questions from reporters since the day of the election.

Biden, who plans to undo many of Trump’s “America First” policies, announced the top members of his foreign policy team earlier on Monday. He named Jake Sullivan as his national security adviser and Linda Thomas-Greenfield as U.S. ambassador to the United Nations. Both have high-level government experience. John Kerry, a former U.S. senator, secretary of state and 2004 Democratic presidential nominee, will serve as Biden’s special climate envoy.

The president-elect is likely to tap former Federal Reserve Chair Janet Yellen to become the next Treasury secretary, according to two Biden allies, who spoke on condition of anonymity to discuss a personnel decision that was not yet public.

Biden also took a step toward reversing Trump’s hard-line immigration policies by naming Cuban-born lawyer Alejandro Mayorkas to head the Department of Homeland Security.

Nigeria is missing out on the $19 trillion invested in negative-yielding assets globally because the country’s investment climate is seen as “unwelcoming, unsafe, and unpredictable,” it has been disclosed.

Making the disclosure on Monday, the Chairman of the Board of the Nigerian Economic Summit Group, Mr Asue Ighodalo, said

Ighodalo said this on Monday in his welcome speech at the ongoing 26th Nigerian Economic Summit jointly organised by the Nigerian Economic Summit Group and the Federal Ministry of Finance, Budget and National Planning.

According to him, for a country in desperate need of development momentum and capital, he said the events of last month, including the #EndSARS protests, the debilitating riots, and all of the issues that emerged, were bad for morale, confidence, and business.

He noted that peace and stability remain key investment indicators, adding that, “We are in competition with many developing countries across the globe for patient capital.”

“Of the $19tn invested in negative-yielding assets globally, none of it has been invested in Nigeria, regardless of what it can earn, because our investment environment has been tagged ‘unwelcoming, unsafe, and unpredictable,” he said.

Ighodalo said, at a time when the country’s fiscal space is constrained by low revenues and high debt, the need to strengthen the attractiveness of the investment climate to encourage local and foreign investments is of utmost importance.

“The world does not trust our commitment to the rule of law and the impartiality and efficiency of our dispute resolution processes.

“Our multiple exchange rates, policy flip-flops and perception of how we react to investors, confuses the investing world. These are not labels we can afford particularly now,” Ighodalo said.

The United States has recognised a Nigerian medical expert, Dr Onyema Ogbuagbu, on his contributions to the development of Covid-19 vaccine by Pfizer in the US.

Ogbuagbu, has been recognised as one of the key figures in the research that led the pharmaceutical giant, Pfizer, to develop the first effective Covid-19 vaccine in the US.

The US Mission Nigeria, had, on Monday, via its social media accounts, commended Oguagbu, for the role he played on the development of the coronavirus vaccine by Pfizer.

“Nigerians contribute to the world in so many ways. Our hats off to Dr. Onyema Ogbuagbu at Yale who helped develop a COVID-19 vaccine!” The US Mission Nigeria wrote on its Twitter and Facebook pages.

The US-based pharmaceutical company, Pfizer, had developed a Covid-19 vaccine said to have attained 90% effectiveness against coronavirus.

Onyema, had recently revealed to ABC News, that massive distribution of the vaccine is expected to take off in the first quarter of 2021.

“I think those of us involved in the trials are really super excited by the results that were really quite unexpected… we quite expected that the vaccines should at least have more that 50% efficacy, which is what the FDA set as bar. But it’s just so heart warming that vaccines have been too effective, and it’s great because having a very effective vaccine would help us achieve the so called immunity which would mean that if we have enough people who receive the vaccine and are protected against the virus, this would really be the beginning of the end of the pandemic.

“Obviously there are insufficient doses for everyone like has been mentioned already and we’re hoping that as we start to phase in, the vaccine and also to have more doses in the first quarte of 2021 that that might mean really, the pandemic ending,” Ogbuagbu said.

Ogbuagbu, who graduated in 2003 from the University of Calabar, in Nigeria, with a Bachelor’s degree in medicine, is an Associate Professor of Medicine and Infectious Disease Specialist at Yale School of Medicine.

Drugmaker AstraZeneca announced Monday morning that its vaccine candidate is 90 percent effective in preventing COVID-19, the third such candidate to meet the threshold.

The company said an interim analysis of U.K. trials found no severe cases of the virus or hospitalizations among subjects receiving the vaccine, developed by Oxford University.

“[W]e’ve found that one of our dosing regimens may be around 90% effective and if this dosing regime is used, more people could be vaccinated with planned vaccine supply,” Andrew Pollard, CEO of the Oxford Vaccine Trial, said in a statement. “Today’s announcement is only possible thanks  to  the  many  volunteers  in  our  trial,  and  the  hard  working  and  talented  team  of  researchers based around the world.”

Pollard noted in a news conference that the vaccine could also be stored at refrigerated temperatures, simplifying the logistics of transporting it.

“Because the vaccine can be stored at fridge temperatures, it can be distributed around the world using the normal immunization distribution system,” he said in a news conference. “And so our goal … to make sure that we have a vaccine that was accessible everywhere, I think we’ve actually managed to do that.”

Trials also found the vaccine was 90 percent effective when first given as a half dose and then a full dose a month later.

However, experts Reuters this should not be taken as an indication it is less effective than its counterparts from Pfizer and Moderna, which both recently reported 95 percent efficacy rates.

“I think it is a real fool’s errand to start trying to pick these three apart on the basis of snippets of phase 3 data from press releases,” Danny Altmann, a professor of immunology at Imperial College London, told the news service. “For the bigger picture, my suspicion is that by the time we are a year down the line, we’ll be using all three vaccines with about 90% protection – and we’ll be a lot happier.”

AstraZeneca said it could have up to 200 million doses by the end of the year, around quadruple that of Pfizer, Reuters reported. AstraZeneca’s vaccine is also projected to be available at a lower cost than either Moderna’s or Pfizer’s candidates.

A Federal High Court sitting in Abuja has ordered the remand of Senator Ali Ndume over his inability to produce former Chairman of the defunct Pension Reformed Task Team, Abdulrasheed Maina.

Maina, had jumped bail in respect of his ongoing N2 billion money laundering trial.

Delivering his ruling on Monday, Justice Okon Abang, ordered that the Ndume, representing Borno South in the Senate, who stood surety for the fleeing Maina, in May 2020 should be remanded in prison.

However, the judge said, Ndume, would only be released from prison until either he is able to produce Maina in court, or when the N500 million worth of property located in Asokoro, Abuja, which was used as the guarantee for the bail bond is sold off and he tenders the evidence of the payment of the proceeds of the sale into the Federation Account.

Ndume, according to the judge should be remanded in Kuje prison pending when he meets the condition for release.

Africa’s biggest economy, oil-rich Nigeria, slipped into recession for the second time in four years.

Hit by both the coronavirus pandemic and falling oil prices, official figures revealed the economic status of Nigeria, on Saturday.

Nigeria’s economy was last in recession in 2016, its first in more than two decades. While it emerged in 2017, growth since then has been sluggish.

According to the country’s National Bureau of Statistics (NBS), the third-quarter 2020 real GDP shrank for a second consecutive quarter by 3.62%.

“Cumulative GDP for the first 9 months of 2020 therefore stood at -2.48 percent,” it added.

The agency blamed the recession on the falling oil prices and the effects of the coronavirus epidemic.

GDP related to oil shrank by 13.89%, compared to 6.63 in the second quarter, said the third-quarter report.

Non-oil GDP shrank 2.51% over the same period, compared to 6.05 percent in the second quarter.

Already in the second quarter, Nigeria’s economy contracted by six%.

Nigeria’s economy was last in recession in 2016, its first in more than two decades. While it emerged in 2017, growth since then has been sluggish.

The International Monetary Fund has forecast a 5.4% drop in Nigeria’s GDP this year. The government has said the economy may shrink by as much as 8.9%.

Nigeria is Africa’s top oil producer, normally accounting for an average output of two million barrels per day. But the effects of the COVID-19 pandemic and low oil prices have cut production to around 1.4 million barrels.

The Lagos Judicial Panel of Inquiry into the Lekki Tollgate incident, has been told by Brig. Gen. Ahmed Taiwo, that the army went to the tollgate with both blank and live ammunitions.

Taiwo, the Commander of the 81 Division, Military Intelligence Brigade, Victoria Island, Lagos State, made the revelation while being cross-examined by lawyers to the #EndSARS protesters, Mr Adeyinka Olumide-Fusika (SAN) and Mr Adeshina Ogunlana.

Under cross-examination by Olumide-Fusika, Taiwo said that there were men and materials from the Army at the Lekki Tollgate in the evening of Oct. 20.

“We had men and materials, vehicles and rifles for shooting. A portion of the force were carrying live bullets in case they are attacked.

“Another portion will carry magazines charged with blank ammunition,” he said.

While being cross-examined by Ogunlana, Taiwo said that that the military acted within the Army’s Rules of Engagement in keeping up with professionalism.

“The soldiers will be using both live and blank bullets and in this particular case, we saw that this protest had been infiltrated by hoodlums.

“We had peaceful protesters no doubt, but there were hoodlums who sought to take advantage of the protest,” he said.

The army General told the panel that the army was not deployed to the Lekki tollgate, but were on patrol to clear up the Lekki, Eti-Osa corridor.

He said that the soldiers on patrol were, however, attacked by hoodlums around the area of the Oriental Hotel, Lekki, injuring a soldier.

He noted that the army did not engage in any form of dialogue or negotiations with the #EndSARS protesters at the tollgate because they were attacked by hoodlums.

“They were pelted just before Oriental Hotel, their response was to fire blank ammunition. They (soldiers) were stoned just as they dismounted.

“By the time they fired a few shots in the air, the hoodlums hightailed it. Our mission was not to clear the protest, we were just on our way to ensure normalcy on the Eti-Osa corridor.

“One officer was wounded, he was stoned on the lips. If we are attacked with stones, the only option is gunshot,” the army General said.
